Bahadır Balkı is a Managing Partner at ACTECON and co-head of the firm’s competition law practice. He has extensive experience across a wide range of proceedings before the Turkish Competition Authority, with a particular focus on abuse of dominance investigations, complex merger control cases—especially Phase II reviews—and leniency applications. Notably, he played a key role in establishing the first legal precedent in Türkiye for obtaining leniency in a non-cartel case. He also leads competition compliance programs across various industries.

Bahadır has been recognized as a leading competition lawyer globally by Who’s Who Legal: Competition every year since 2015.

He holds an LL.M. in European Economic Law from the Europa-Institut at Saarland University and is a member of the Istanbul Bar Association.

He has been invited to speak at the International Competition Network annual meeting as a “resource person” on remedies, commitments, and international cooperation. Additionally, he serves as a guest lecturer in the Corporate Ethics and Compliance Management Programme organized by the Ethics and Reputation Society of Turkey.

Bahadır is the co-author of Merger Control in the EU and Turkey – A Comparative Guide, published by Wolters Kluwer.

He speaks Turkish, English, and German.
